Abstract

This article analyses the specialization of neighbourhood in the provision of certain products and services in lifting needy families out of poverty, the further development of entrepreneurial skills in the district, families, employment of unemployed youth and women. The issues of identifying poor families and their social protection by categorizing apartments and certain areas on the basis of two stages through the "mahallabay (working with each neighbourhood)" system are covered. Emphasis is placed on the effective use of financial resources allocated to "heavy" neighbourhoods.
