Conceptual Issues of Quality Assurance in Professional Education According to Isced Levels in Uzbekistan

Introduction. Currently, in connection with the observed phenomenon of the globalization of education and the labor market on a global and national scale, such problems as the development of human capital, ensuring the quality of education, the need for decentralization of management, diversification of different forms, methods and technologies of education have become actual. Today, the issues of ensuring the quality of vocational education and ways of improving the professional competence of human capital acquire special significance in the system of continuous education.
In the context of reforming the education system, there is a need to implement a radically new approach for our country to improve the quality management system for professional training of specialists and their retraining.
The purpose of our study was to identify the role of management and teachers of educational institutions as one of the main components in ensuring the quality of vocational education in accordance with the levels of the international standard classification of education.
Research methods. The following research methods were used in the work: observation, interviewing, conversations, a questionnaire survey, mathematical and statistical processing and analysis of the data obtained from the pedagogical experiment.
Results. Due to the fact that qualified personnel are one of the main components in ensuring the quality of education, a survey was conducted among managers and teachers of educational institutions in order to assess their level of awareness of the requirements of the labor market and awareness of the key components of the “quality of education”.
The result of a questionnaire conducted during January-March 2020 on quality assurance in vocational education serves as a starting point for our scientific research. The survey involved about 600 leaders and teachers of educational institutions (vocational colleges and schools), who are currently working on the implementation of the Concept for the development of public and higher education until 2030. The results of the survey are summarized minus 3.2% of the spoiled and unanswered questionnaires.
Scientific novelty. Determination of the basic principles of quality assurance, implementation and improvement of educational content in accordance with the levels of the international standard classification of education with the involvement of employers, ensuring the participation of stakeholders (professional associations, employers, managers and teachers of educational institutions, etc.) in the formation and assessment of the quality of education in professional educational institutions made it possible to determine…..
Practical significance. The research results and the author’s conclusions can serve as a basis for organizing work to ensure the quality of education using tools such as: employment standards for each profession and for each qualification level in accordance with the national qualifications framework and the needs of the labor market, together with employers and expert groups for each sector; modular competency-based curricula designed in accordance with employment standards; assessment of the compliance of the qualification level of personnel with the employment standard and the effectiveness of the quality of the implementation of the educational program, carried out by professional associations, experts in the presence of employers and interested parties; monitoring the effectiveness of the training process and assessing the compliance of their qualifications, based on the requirements of the labor market, implemented by professional associations, other stakeholders and experts from the sectors of the economy.
