This article explores the development of a comprehensive methodology for assessing the quality of higher education systems based on quantitative and qualitative indicators. The study proposes a system of specific criteria and indicators to determine the quality of higher education, encompassing areas such as the quality of the educational process, faculty qualifications, students’ knowledge levels, research activities, and material-technical infrastructure. The article aims to enhance the global competitiveness of higher education, ensure graduates’ success in the labor market, and evaluate the effectiveness of moral-educational activities.
