Abstract

This study explores the development of educational clusters as a strategic mechanism for enhancing the educational services market. While existing research highlights the role of clusters in economic development, there is a knowledge gap in understanding their practical implementation and challenges within Uzbekistan’s higher education system. Using a qualitative research approach, this study examines organizational and economic mechanisms influencing cluster formation. Findings indicate that inadequate collaboration between higher education institutions and businesses, as well as structural limitations, hinder effective cluster development. The results suggest that fostering stronger industry-academic partnerships and refining policy frameworks can enhance educational clusters’ efficiency. These findings have significant implications for policymakers and educational administrators aiming to improve higher education market competitiveness through cluster-based strategies.
