Abstract

In this article, methods of formation and development of municipal bodies. local self-government, local self-government bodies are the basis of the interests of the local population, management of most of the state affairs and ability to do it realistically. The exercise of these rights by councils or assemblies consisting of members elected in free, secret, equal, direct general elections. The problems and solutions of having councils or assemblies reporting to themselves or executive bodies are analyzed.
